Do you see the correlation between the performance of the stock market and the accumulation of capital in the state's retirement pension fund? Now you know why governmental entities are forced to contribute a greater share into the NYS LRS for their employees. The boom-bull years of the 1990's stock market are today the bare-bear economy which didn't help the NYS Local Retirement System.
