The policy of UC DSS regarding receipt of cash payments from clients in participation of medicaid needs to be amended as follows:
1) Only personal check, money order or bank draft will be accepted.
2) Such monies received shall be deposited in a safe specifically designed to accept deposits without it physically being opened. i.e. a slot on top so that the document(s) drops to the bottom.
3) At the close of business each day, the safe will be opened by a supervisor. The receipts will be accounted for and documented, then turned over to the Department of Finance.
Thank you....the response for this audit has run from "great job" to "what a waste of time and effort". I welcome all of the comments, both pro and con. This is less about theft and more about stewardship....less about the cash and more about the culture...it really speaks to internal controls, cash management and "minding the store".
