The only thing in common that government and business has is that they provide SERVICES to the general public.
Business operations are driven by profit and are in direct competition with other firms providing similar services. The consumer voluntarily selects a product or service on the basis of needs and wants.
Governmental administration is powered by law. The law stipulates what a political subdivision can and can't do in terms of delivery of services. Unlike a business that is dependent upon consumers for revenue, and thus profit: Government has unlimited funding through the process called "taxation". Also, government is not in competition with other entities.
Business is generally conducted by entrepreneurs while municipalities are headed by elected public officials serving a fixed term. A poorly operated business concern will go "belly-up" rather quickly into the sunset. The political subdivision will never go bankrupt or insolvent as a perpetual source of income will alway exist.
The menu sounds enticing but I'd rather donate the $30 to your re-election committee.
