Hey when this story first broke there were numerous people on the Freeman blog crying about how no money was lost and how this case was a big fraud by your office! Were these employees identified? It would seem that a coverup was attempted and has failed. Coverups are certainly conduct unbecoming of county employees and should be dealt with harshly. Carnright has a reputation already for sitting on his hands, people trying to help him do that have no business collecting a county check.
